Abstract
The “decoupling” between the U.S.A. and China that was begun by the former US president Donald Trump is now progressing into a confrontation between the “bloc” economies that are formed by the decoupling as the scope of economic sanctions is further expanded. Living in Japan, it is easy to misunderstand that the suggestion that world is now “united” in its criticism of China. For example, the number of countries that condemned the Chinese government’s decision to pass the National Security Law to strengthen security in Hong Kong SAR at the UN is far less than the 53 countries that expressed their support. The former are Western countries and most of the latter are Global South countries. This is unimaginable to those in the West, but in fact it indicates a clear separation of information and values between the “West” and the Global South. In other words, the world is once again divided into two “halves.”
